Crypto Times reported that Senate Majority Whip John Thune filed the cloture motion on August 8. Cloture requires 60 votes and serves only as the procedural step to open debate on the bill. It does not guarantee final passage.

The Federal Reserve is scheduled to announce its rate decision on September 16. Chair Warsh leads the committee with the funds rate target currently set between 3.50 percent and 3.75 percent. The July 29 meeting ended in a 9-3 hold that included three dissents favoring a hike.
